Unul\u00a0 dintre ele, al c\u0103rui titlu, ,,Despre drumuri\u201d, l-am \u00eemprumutat \u0219i eu, scris acum 90 de ani, este de o actualitate izbitoare cu realit\u0103\u021bile \u00a0noastre prezente.<\/p>\n<p>,,De un utilitarism redus la nevoile carului cu boi, f\u0103r\u0103 nici o preocupare de confort sau m\u0103car de securitate, \u0219oseaua, fie na\u021bional\u0103, fie jude\u021bean\u0103 sau vicinal\u0103, poate fi conceput\u0103 exclusiv pentru trebuin\u021bele rurale, f\u0103c\u00e2nd dintr-un automobil o anomalie. Larg\u0103 c\u00e2t o turm\u0103 de oi, mai \u00eentotdeauna convex\u0103 \u0219i f\u0103c\u00e2nd una cu \u0219an\u021burile astupate, m\u0103cinat\u0103 de \u0219inele \u00eenguste ale ro\u021bilor de c\u0103ru\u021b\u0103, pr\u0103fuit\u0103 \u0219i f\u0103r\u0103 umbr\u0103, tr\u0103d\u00e2nd mereu \u00een traseul ei preocuparea economiei \u0219i efortului minim, cu poduri fr\u00e2nte sau cr\u0103pate, cu cantoanele ei p\u0103r\u0103site, \u0219oseaua rom\u00e2neasc\u0103 are imaginea leneviei. A fi gr\u0103bit pe astfel de drumuri care parc\u0103 nu duc nic\u0103ieri, nu numai c\u0103 este o impruden\u021b\u0103, dar apare ca o obr\u0103znicie fa\u021b\u0103 de aceia care te v\u0103d trec\u00e2nd. Pierz\u00e2ndu-se \u00een zare, lipsite de popasuri \u0219i de f\u00e2nt\u00e2ni, drumurile noastre parc\u0103 ar fi c\u0103ile poc\u0103in\u021bei. \u00cens\u0103\u0219i no\u021biunea \u0219oselei la noi, pare un hotar \u00eentre \u021bara noastr\u0103 \u0219i civiliza\u021bia european\u0103. Ast\u0103zi viteza a devenit o trebuin\u021b\u0103 \u0219i nicidecum un lux sportiv. (\u2026) satele noastre nu vor pierde nimic din farmecul lor, c\u00e2nd copii, porci, g\u0103ini, curcani \u0219i c\u0103\u021bei nu vor mai considera \u0219oseaua ca un loc de \u00eent\u00e2lnire \u0219i\u00a0 de joc\u201d.<\/p>\n<p>Dup\u0103 ce arat\u0103 necesitatea unor drumuri practicabile \u0219i descrie o arhitectur\u0103 a construirii acestora, G.M.Cantacuzino \u00ee\u0219i \u00eenchipuie ,,un moment c\u0103 Rom\u00e2nia a devenit \u0219i ea o \u021bar\u0103 cu \u0219osele \u00eengrijite (\u2026), nemaifiind praf \u0219i automobilul nu mai devine un subiect de ur\u0103 pentru \u021b\u0103rani\u201d.<\/p>\n<p>Zadarnice \u00eenchipuiri, descrierile de mai sus parc\u0103 ar fi f\u0103cute azi \u0219i nu acum aproape un secol! \u00a0 \u00cen anul 1930, dup\u0103 60 de ani de la prima lege a drumurilor din 1868,\u00a0 G.M. Cantacuzino \u00ee\u0219i pierduse r\u0103bdarea, al\u021bii nu \u0219i-o pierd \u00eens\u0103 \u00a0nici dup\u0103 o sut\u0103 de ani de la zicerile lui\u2026<\/p>\n<p>DIN ISTORICUL LEGISLA\u021aIEI DRUMURILOR<\/p>\n<p>N-am s\u0103 m\u0103 opresc aici asupra primelor drumuri consecin\u021b\u0103 a transhuman\u021bei, nici n-am s\u0103 amintesc de drumurile romane sau de cele ale imperiilor medievale, f\u0103c\u00e2nd asta cu alte viitoare ocazii. Am s\u0103 \u00eencep cu Regulamentul Organic din anul 1932 carea a fost primul act legislativ cu privire la drumuri \u0219i poduri. Urmare acestuia se \u00eenfiin\u021beaz\u0103 \u00een 1843 corpul de cantonieri ce avea \u00een sarcin\u0103 paza \u0219i \u00eentre\u021binerea drumurilor \u0219oseluite. Domnitorul Barbu Dimitrie \u0218tirbei semneaz\u0103 \u00een 1851 o legiuire pentru lucrarea \u0219oselelor \u0219i a podurilor, to\u021bi proprietarii de mo\u0219ii urm\u00e2nd s\u0103 pl\u0103teasc\u0103 taxe. \u00cen 1860 se d\u0103 legea pentru contribu\u021biunea de poduri \u0219i \u0219osele care stabile\u0219te ca to\u021bi locuitorii s\u0103 pl\u0103teasc\u0103 o contribu\u021bie.<\/p>\n<p>Prima ,,Lege pentru drumuri\u201d este data \u00een martie 1868 \u0219i \u00eemp\u0103r\u021bea drumurile \u00een patru categorii: drumuri sau c\u0103i na\u021bionale (l\u0103\u021bime total\u0103 minim\u0103, inclusiv \u0219an\u021burile \u0219i zonele laterale, \u00a0de 26 m.), drumuri jude\u021bene (l\u0103\u021bime de minim\u0103 20 m.), drumuri vicinale (l\u0103\u021bime minim\u0103 de 15 m.) \u0219i drumuri comunale \u0219i str\u0103zi de ora\u0219 (l\u0103\u021bime de cel pu\u021bin 10 m.). Totodat\u0103 legea stabile\u0219te presta\u021biunile \u0219i zilele de lucru pentru \u00eentre\u021binerea drumurilor. Urm\u0103toarele legi privind drumurile apar \u00een anii 1906, 1929, 1932, decretul din 1953 \u0219i o nou\u0103 lege \u00een 1974.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u0218OSELE \u00a0JUDE\u021aENE, \u00a0VICINALE \u00a0\u0218I COMUNALE \u00a0DIN JUDE\u021aUL \u00a0MEHEDIN\u021aI \u00a0LA FINELE ANULUI \u00a0\u00a01897<\/strong><\/p>\n<p>Men\u021bion\u0103m c\u0103 materialul de fa\u021b\u0103 face referire la drumurile din zona analizat\u0103, respectiv a Motrului. Starea de \u00eentre\u021binere \u00een general bun\u0103. Plec\u00e2nd de la Severin str\u0103bate comunele Izvorul, B\u00e2rdii, Malove\u021b, V. Boereasc\u0103, Ciov\u00e2rn\u0103\u0219ani, Bro\u0219teni, Plo\u0219tina \u0219i Ro\u0219iu\u021ba. Starea de \u00eentre\u021binere bun\u0103.<\/p>\n<p><strong><em>\u0218oseaua vicinal\u0103 Bro\u0219teni-Strehaia<\/em><\/strong>. &#8211; Clasificat\u0103 prin decretul nr. 1977 din 29 decembrie 1869. Lungimea total\u0103 de 25 km. Complect terminat\u0103. L\u0103rgimea de 6 m. Plec\u00e2nd din comuna Bro\u0219teni, re\u0219edin\u021ba subprefecturii Motru de sus, str\u0103bate paralel cu apa Motru, comunele Imoasa, Corcova, Jirovul \u0219i Cernaia p\u00e2n\u0103 la Strehaia \u00een calea na\u021bional\u0103 Bucure\u0219ti-V\u00e2rciorova. Starea de \u00eentre\u021binere foarte bun\u0103.<\/p>\n<p><strong><em>\u0218oseaua vicinal\u0103 Plo\u0219tina-Glogova<\/em><\/strong>. &#8211; Clasificat\u0103 prin decretul nr. 1977 din 29 decembrie 1869. Lungimea total\u0103 este de 21,5 km. complet terminat\u0103. L\u0103rgimea de 6 m. Starea de \u00eentre\u021binere bun\u0103.<\/p>\n<p><strong><em>\u0218oseaua vicinal\u0103 Plo\u0219tina-Negomir<\/em><\/strong>. \u2013 Clasificat\u0103 prin decretul nr. 1977 din 29 decembrie 1869.\u00a0 Lungimea total\u0103 de 24,500 km. complect terminat\u0103. L\u0103rgimea de 6 m. Starea de \u00eentre\u021binere mediocr\u0103.<\/p>\n<p>Alte \u0219osele vicinale: \u0218oseaua vicinal\u0103 Ciov\u00e2rn\u0103\u0219ani-Corcova,\u00a0 \u0218oseaua vicinal\u0103 Pruni\u0219or-Degera\u021bi- Jirov, \u0219oseaua vicinal\u0103 Comanda-Miluta, \u0219oseaua vicinal\u0103 Strehaia-Ohaba de Gorj. \u00cen total existau \u00een jude\u021bul Mehedin\u021bi 30 \u0219osele vicinale.<\/p>\n<p><strong>\u0218osele comunale<\/strong> ( sunt clasificate \u00a0prin \u00eencheierile respectivelor consilii comunale. Un num\u0103r de 29 poduri erau \u00een stare bun\u0103, dou\u0103 erau mediocre \u0219i 5 rele.<\/p>\n<p>Pe \u0219oseaua vicinal\u0103 Bro\u0219teni- Strehaia : 13 poduri din lemn din care 8 cu o lungime de 1-5m., unul cu o lungime de la 5 la 10 m., dou\u0103 cu o lungime de la 10 la 20 m.\u0219i dou\u0103 cu o lungime peste 20 m. Un num\u0103r de 11 poduri erau \u00een stare bun\u0103 \u0219i dou\u0103 \u00een stare rea.<\/p>\n<p>&nbsp;<\/p>\n<p>DESPRE PRESTA\u021aIUNI<\/p>\n<p>Conform legii din 1868, ,,orice locuitor domiciliat de cel pu\u021bin 6 luni \u00een comunele rurale f\u0103r\u0103 deosebire de clas\u0103 sau protec\u021biune, \u00een v\u00e2rst\u0103 de la 20 p\u00e2n\u0103 la 60 de ani, \u00een calitate de cap\u00a0 de familie, de proprietari, de arenda\u0219i, de r\u0103ze\u0219i (mo\u0219neni), de comercian\u021bi, meseria\u0219i, muncitori, etc, \u00eentr-un cuv\u00e2nt orice persoan\u0103 supus\u0103 la darea uneia sau mai multor contribu\u021biuni directe, va putea fi chemat\u0103 (dup\u0103 hot\u0103r\u00e2rea consiliului local respectiv) a da pe fiecare an p\u00e2n\u0103 la 3 zile de lucru pentru construc\u021bia \u0219i \u00eentre\u021binerea drumurilor vicinale \u0219i comunale\u201d.\u00a0 Asemenea obliga\u021bii erau \u0219i pentru drumurile jude\u021bene unde zilele se puteau efectua fizic sau pl\u0103tite \u00een bani. P\u0103lma\u0219ii, adic\u0103 persoanele f\u0103r\u0103 atelaje, prestau munca ,,numai cu m\u00e2inile\u201d, iar cei care posedau vite puteau presta munca cu atelajul.<\/p>\n<p>Astfel, \u00een anul 1897, \u00een plasa Motru de sus trebuiau s\u0103 se efectueze 17230 zile cu bra\u021bele, 8950zile cu 2 vite, 5 zile cu 4 vite. Din acestea numai 868 de zile cu bra\u021bele\u00a0 \u0219i 413 zile\u00a0 cu 2 vite trebuiau s\u0103 se achite \u00een bani.. S-au efectuat lucr\u0103ri de terasamente (repara\u021bii sau a\u0219ternut pietri\u0219), de \u00eempetrire\u00a0 sau lucr\u0103ri noi \u0219i repara\u021bii la poduri \u0219i pode\u021be.
